My question involves criminal law for the state of: california

If a probation officer is recommending 90 days jail time for a probation violation.....how much weight does this hold for a judge in making the final decision. It would seem to me ...probation dept knows everything about the individual...that the judge would take the probations dept recommendations into serious consideration. Thank you!
Some judges will tend to rubberstamp a PO's recommendations, others might be more malleable and forgiving. Still, others might be harsher and "hang 'em high."

In other words, what will happen to you (or your friend, or whomever) is a toss up. Though I suspect that the 90 day recommendation will hold a good deal of weight under normal circumstances.
