    Default Does a Partially Covered Sign Exempt Me from a Failure to Obey Traffic Control Device

    My question involves a traffic ticket from the state of: GA

    I was leaving a parking lot at night in Atlanta, and did not see a sign that was partially covered. I would say maybe one sixth of it was covered. I didn't even notice it because of it. There was another sign that was across the street that I didn't even see because it there are 5 lanes and cars going back and forth. It wasn't where a typical no turn sign would be. I had just moved to the area and had no idea. Had it been during the day I may have seen the sign across the street, but probably not the one that is not only covered up, but high and out of eye sight. I have no idea how much it is, and I have no money. I was wondering if I have any grounds for a case.
