Changing Status for a Spouse

I am a us citizen my husband came her with an f1 visa. I want to know what forms I must fill to petition for his change of status. Also he has the 2 year foreign residency thing on his visa. Someone told me he would have to go back to Nigeria and request a weiver from the united states before I can potition for his change of status. Is this true? If so how long does this process take?

He either must obtain a waiver or serve out his two year home residency requirement. The waiver can be very time consuming and varies by country and individual.
