My question involves criminal law for the state of: Connecticut. A friend was incarcerated for conspiracy to commit murder. How likely is she to get clemency based on life-changing programs she brought to the community prior to incarceration and numerous programs she's developed while incarcerated. She holds a PhD in Psychology, as well as being a minister. Her entire life (including while in prison) has been focused on making other's lives more productive. She strongly emphasizes education and the welfare of chidlren. While in prison she has developed a program where the inmates can take courses and receive college credits to reduce the rate of recidivism. Thank you.
