    Default Cited for an Underage Without Being in Possession and Without Being Breathalyzed

    My question involves criminal law for the state of Pennsylvania:
    Im a college student and my friends I were drinking in a friend's dorm. A CA called public safety on us after pulling a prank and they cited us for underage drinking. We were not breathalyzed and we were not in possession of any alcohol, and there was not any alcohol in the room. However, the officers said that they could smell it on us? Can we still be cited for an underage even though we were not in possession of alcohol and not breathalyzed???
