Default Mexican Citizen Father and U.S. Citizen Mom

My question involves child support, the father of my child currently resides in Mexico as a citizen and I live in Georgia/ I'm a US citizen. He has never helped me with our little girl, she is 6 now,. Id like to know how do I go about filing for child support with him being in Mexico and me in Georgia.

Has the father ever lived in Georgia? In the U.S.? If so, when in relation to the child's birth?
