a friend of mine in California turned right on a red light where there was a "no right turn on red" sign. a camera took a picture of her license plate. about a couple of weeks later she received a traffic violation notice in the mail stating that she breached section vc21453 (a).

the notice also states the following:

“if you were the driver, check the appropriate box and fill in the form completely.”

the appropriate box states the following:

“I was the driver of the vehicle (not an admission of guilt. you must fill out the form completely)”

the form asks for actual driver’s name, driver’s license number, date of birth, sex, color of hair, color of eyes, height, weight, signature, phone number, and date.

The notice states that she must fill out the form completely, but I do not see in the notice the section of the California law that requires her to fill out the form completely or even to respond to the notice. what is the section of the california law that requires her to comply with the request of the form? If there is no section, must she fill out the form completely or even respond to the notice?

the form states that it is not an admission of guilt if she admits that she was the driver of the vehicle. i find it hard to believe that, that is not an admission of guilt. why is it that if she admits that she was the driver, the appropriate box states “not an admission of guilt” (in parenthesis)?
