Default Steps to Changing My Daughter's Last Name

My question involves name change laws in the State of: California
    County: Contra Costa
I have two daughters. They have my maiden last name as theirs. Biological father is not listed on birth certificates. His location is unknown but probably still resides somewhere is Calif. He has not been around or involved for 8+ years.

I would like to legally change my daughters' last name from my maiden name to my married name.
Is this possible to do without the other parent??

    Thank you.

That would be what's called a "backdoor adoption". If you want your daughter to have your husband's last name, he needs to formally adopt her and change her name as part of the process. Yes, it can be done without dad being involved, but there's a very specific way that it needs to be done so that he can't come back later and challenge it.
