My question involves criminal law for the state of Illinois: My question involves a plea bargain or agreement in the state of Illinois. Years ago, my brother was convicted of criminal sexual assault. Of course the family believed he was innocent. He was in jail for a few years. We went back and forth with lawyers and court dates and monies spent on his defense. Just as we thought all hope was lost, he gets released. Over the years he has refused to talk to us of what this meant. Try as I might, I was never able to get any understanding of what this involved. That was in 90's. Recently we discovered that my brother was locked away again. Since I could never get him to be straight with me about why he was released, I started paying close attention to a lot of things he said over the years. One thing I remember is that he had to register as a sex offender frequently.
This new charge is because of the NON registering from what I could gather. So my question is a 2fer....what exactly is a plea bargain or agreement and how does such a thing allow a person to be released from jail on a criminal sexual assault charge after serving time and the 2nd part is what exactly is involved in registering as a sex offender and what would cause you to get locked up again if violated ex: amount needed to register in Illinois, juridiction laws, can you leave town, address requirements etc. If this is a lot, could someone post a website where I might find this information?
