What does the court decide about CS not paid, but used for Extracurricular sports instead?

Joint custody 50/50 and I haven't recieved a $500 "in hand" check in the past 10 yrs. I set a precidence when my son was young, that my Ex pay the $500 CS towards daycare and elem school- so that I wouldn't have to chase him for a check every month. Of course I now know that those expenses should've been split 50/50. Reguardless, once son went to public school with no tuition- EX paid nothing but minimal sports fees (no CS to me). It was a down economy and no one had money so I didn't press the issue.

I am now remarried, staying at home with kids and husband has been paying everything. Not fair! I asked Ex to start paying CS. He told me that he has paid out $8000 in soccer tuitions this year and it would continue to be that high. (He's hoping to get a college scholarship, because he wiped out our son's college fund due to the economy). I feel like that money should be used for living expenses and anything left should go into his college fund. He feels that is enough & and that he has been kind enough not to ask us to pay for any of that. He said that because I'm not working my husband should pick up MY end of basic needs. Also got cocky and said he spoke to attorney's about the back CS and court might give it too me, but I would have to give most of it back due to sports (that I didn't agree to).

Correct me if I'm wrong but isn't CS for basic needs and extra curricular should be decided on jointly and split fairly?
I want to be fair, but I (especially my husband) am being walked on. I feel like if he paid CS, basics would come out and the rest could be set aside for college fund and soccer expenses as needed. EX feels like he's been more than generous and doing us a favor.
