Default Runaway Laws and Placement of a Runaway

My question involves juvenile law in the State of: FLORIDA

My daughter is 14 years of age, bypolor and bolimic. This month alone has ran 5 times, even as I write this she has been gone since the Thursday the 22nd of this month. We have learned that there is no law or laws against running away. I finally placed her in a home, after not being able to work for two years. It was not a locked down facility so she was able to runaway from there. I do not have insurance for her and am unable to pay the $1800 a month room and board at one that is a locked down. I believe there has to be some kind of loop around all this. We have no idea where she is going when she runs. I do know that she has meet guys at gas stations and has gone with them. I did create a fake facebook account which, she did accept my friend request. Through that page I am at lest able to see that she is okay. However she never posts who she is with or where she is. She has posted pictures of a boy/guy she is with. I always turn the pictures over to the police.
If anyone knows of a law or loop that could finally help me with my daughter, Please share.
    Thanks in advance,
    Shawni

You can try working with community mental health, or whatever the equivalent agency is called in your jurisdiction, about your options.
