Default Previous J1 Visa Holder Now Wants Tourist Visa

My girlfriend from Thailand left the US a couple of months ago. She earned another degree at UCLA. She now would like to return as a tourist to visit me in a couple of months. Her total time at home would be 6 months. The J1 visa that she had says she can not return for 2 years. Will she still be able to get a tourist visa? She has a good job there as an MD. If she can not return do you have any suggestions on waivers?

    Thank you,
    Kevin

A tourist visa is a nonimmigrant visa, so she remains eligible during the two year period.
