My question involves criminal law for the state of: Pennsylvania
I received in the mail today a charge from a magistrate and citation from the university my 18yr old attends. He was stopped on campus coming home from an off campus party. It states on the citation " Def being under the age of 21 did consume a malt, liquor or brewed beverage TO WITT: stated he consumed multiple beers. My son stated that he did do a breathalyzer which registered at .04, campus PD stated that was low (kid never really consumed alcohol that I am aware of...) He never signed the citation, instead it states under the defendants signature "filed". He was slammed with a $446 fine. I am not sure why the officer did not have him sign, or even if the citation is legal because it states "filed". Could you please explain? It also states it was an "on-view arrest"? Is this going to affect him when he goes to apply for a job? Is is this more on the side of receiving a speeding citation?
