Debt Collection Notice: Delaware

I received a debt collection attempt from Linebarger Goggan Blair & Sampson, stating that I owe them $54.00 for Delaware Civil Violation 2016898. They have my license plate number, name, address, but no information about the incident. As I have not received any notification from the state of Delaware am I legally required to pay this. I do understand that it is only $54, but its the principle of the matter.

They say you owe money for a traffic offense of some sort that we know nothing about. You either owe the money or you don't. We have no ability to investigate that for you.
