    Ok, let's play the game.

what are your damages? Granted, the living conditions were not so great but what are your actual damages?
Psychological distress, and possibly physical repercussions. I lived like an animal and was treated poorly. The well water did not have a purifier in the house, and may have caused long term health problems. There was a high shell rock content in the water, and this may have contributed to my mother's later cancer illness. The county never checked our water. The main thing is the psychological distress.

And, for this, you might have had a claim against your parents once upon a time, but nothing against the county even if the SOL had not passed.

Government generally has no duty to protect you absent some specific special relationship.

I would recommend therapy for your anger.

There is no anger. Even if I could take legal action, I wouldn't. It's against my beliefs. I've just been wondering about this lately.

then look to your parents for the distress. The county would have been more than glad to test the water and enforce building codes if your parents had simply filed for a permit for the well and the building and septic system. Since your parents did not seek permission to do what they did, nothing was inspected.

Of course, your parents could have had everything checked all on their own as well even if there were permits issued.

again, it falls upon your parents for the situation, not the government.

IMO thats why we have a separation between the legislature & executive branches. .. they can pass a zillion laws, that does not mean they will be enforced ...
