My question involves child support in the State of: California/Arizona/Pennsylvania
My name is PJ I am writing from Bethlehem Pennsylvania. I was recently called to court in my county of Northampton in August of 2011. My case was dismissed regarding child support however I am looking for assistance or guidance to the proper department for reporting. Let me explain:

I was married to a Man in 1996 until our divorce in 2001 in Maricopa County, Arizona. Maricopa County drew up the orders for both our divorce and child custody/support matters in 2001. My ex-husband remarried shortly after to another woman in 2002. He and I had a 4 year old daughter at the time, whom I agreed to let him have primary custody of due to her medical needs for eye surgeries which he was employed by the military and would have been more beneficial at our separation for her to remain with him. After His remarriage, they moved to Virginia where I paid child support from Pennsylvania and had phone visitation etc. They moved to California in 2005 where He unexpectedly died from an accident. The woman had already sought counsel and obtained temporary guardianship of my daughter in the two weeks following his death without my knowledge of his death or her intentions. I flew to California a number of times with His parents who were in probate with my daughters steppmother fighting for guardianships. The probate case has gone on now for some 7 years and has impeded me from filing to terminate guardianship as my daughter does not need a guardian. She filed for child support from me in 2007 however was denied. Since she could not obtain her own order she took a 2001 un-amended order between me and my late ex-husband from Maricopa County Arizona to her local child support agency (Marin County Child Support Services). They honored the order and began to take money from my paychecks and created in excess of 20 thousand dollars in arrearages dating back to his death. I was recently called to my own county to support the order which was postponed because my lawyer and I showed proof the order has been closed since his death in 2005. I took the stop order also to Marin County to protest their use of this order to pay a party not on the order. Also the order was reduced from the 2001 order to half the rate in 2003 when I appealed with Maricopa County and was granted a reduction. That Reduction also was not being honored by Marin Child Support Services. Recently Marin County closed my case for several reasons 1. the stepmother was not the petitioner to the case 2. The case was stopped due to the original petitioner’s death and 3. I stopped the order from being enforced in another state with the same proof.
I guess my question to you is; can this be a case of identity theft and fraud? The amount exceeds 20 thousand dollars and there is a misuse of an order that has been used to monetarily benefit this woman. I have been terrorized for the past year with threats to loss of my driver’s license, Jail, and money has been being taken from my pay since July of 2010. I received a refund check recently for 12 dollars and a note on the check said that I have paid on a now closed case in Marin County. If I can pursue charges in this matter against the attempted petitioner or where should i go from here. I have been through hell and I dont want to go through this state after state fighting across this country.
