Default Executor Occupying House of an Estate

My question involves estate proceedings in the state of: IL

My parents estate is being divided equally among us siblings. One sibling has been living in the house paying room and board. That sibling is now executor of the will. It has been suggested that in lew of a fee being given to the executor that they could live in the house until it is sold with the utilities being paid by the estate (there is no mortgage on the house). Does that sounds like a reasonable arrangement?

Should that be put in writing with a time table for that arrangement?

a reasonable arrangement is whatever everybody can agree to. Memorializing this in writing is always a good idea. Of course, the executor will have to agree to this as well. Is he agreeable?
