Unhappy How to Shorten Term of Parole After Absconding (Matrix Case)

My question involves criminal law for the state of: Oregon.

I am a matrix case (a month ago I didn't know what that meant, now I do). in 1992 I got out of prison and never reported / absconded. I made it 19 years before getting "caught" (I evidently did not completely stop at a stop sign).

I am currently finishing my 30 day "sanction" after which I will be on parole. I have lived close to twenty years with no legal issues. Since absconding I have completely turned my life around. I am now married, have raised two wonderful children, and have been employed with the same employer for the entire 19 years.

I want to work with my parole officer to get off parole as quickly as possible. Unfortunately I am hearing that I may not be able to get off parole now until my sentence is up. Because I absconded, my end date is now 1/22/2019.

When I originally got out, I had 36 months of parole after which IO believe I could have been discharged. Now it seems though that this has changed and I will instead be forced to be on parole the entire length of my sentence (10 years). I wanted to petition the parole board to be discharged but am hearing that measure 10 "Prohibits discharge from parole before the sentence expiration date".

Is this true? Is there no way I can now get off parole early?

any help would be appreciated. It feels like I am the only person still on parole in Oregon, and details / answers are very hard to find.

That is a question you should reserve for you parole officer. Nothing happens without a recommendation from your PO and a decision from the board. However, being on the run for 19 years is not going to endure you to justice system. If you got 8 more years of parole, think of it this way: You went 19 years without issue, another 8 should be a cakewalk.

Thanks for your opinion. In reading your response though you don't seem to have any familiarity with measure 10 or the Oregon parole boards ability to discharge my parole. Again, appreciate your opinion and advice, but I was hoping to find some facts from some one who knows what the legal aspects of this are so that I can better understand my options and help guide the discussions with my PO.

You see, I have asked my parole officer about this. Unfortunately my PO has not been a PO for 20 years and is unfamiliar with how matrix cases work. I seem to in fact be the first matrix case he has handled. Just my luck. I agree, 8 years would be a breeze, if I didn't have a job that requires frequent interstate travel (often booked at last notice), as well as the occasional international trip, but I do. I am sure this is something my PO and I can work out, they do seem to be very accommodating given my lack of issues for 20 years, but it just seems to be a hassle for all involved.

Again, thanks for your opinion and advice - I do value your input, I was just hoping to for some more factual input.

I saw the basis of the Matrix system. Again, it's not a definite process. My main reason for suggesting that you speak to your PO is the 19 year gap of service. In order to get anything from the court, there needs to be some compliance with the order. Based off the info that you've provided, the short time that you've been back on paper and more than likely, the minimal amount of progress that has been made on the conditions of release, your officer would be best suited to give you any insight regarding an early release.

Thumbs down Re: How to Shorten Term of Parole After Absconding (Matrix Case)

Thanks again for the reply. I will continue to ask my PO. As I have said though, it is like my PO and I are learning this at the same time. Very frustrating for all involved.

I went to visit my PO today to get some more answers on this and my parole in general only to find out he wasn't even in the office. Filled out my "monthly report" but I dont even know what my stipulations are, how long I am on parole, what my fee's are, restitution amounts, when our next meeting is, or even better yet... how I get off parole sooner.

I'll keep asking my PO - but it sure does feel like I will be doing the educating here.... not the opposite.

Honestly, the only person really concerned about early release is you. You ran for 20 years. Nobody is going to honor that. Bugging your PO about it will just irritate him. I guarantee you that Nobody is frustrated about this issue other than you. I am not trying to be harsh, but I'm telling you fact. You need to stop working on what to do to get off parole early aand focus on finding out wwhat your conditions are. Do not try to tell your PO how to do his job, how to motion your case up early or anything that may sound like he works for you. Your stipulations are the same as they were 20 years ago. You know how long you are on parole, 2019. You ran from an obligation for 20 years and now you want them to help you get off parole sooner. That is not in their list of priorities.
