My question involves unemployment benefits for the state of: California

I have been storing my work search history on my computer.

The computer crashed and I had to send the hard drive out to a data recovery service which took two months to get the information back.

Since I didn't have the required information, I delayed in submitting the claim form for the two month period.

I've been denied under CA UIC 1253A
Code:
1253.  An unemployed individual is eligible to receive unemployment
compensation benefits with respect to any week only if the director
finds that:
   (a) A claim for benefits with respect to that week has been made
in accordance with authorized regulations.

This statute does not specifically state "late claim forms" just "authorized regulations".
Is there some other statute(s) or code that addresses this more specifically?

I'm going to appeal the decision, and would like to address the issue more specifically in my appeal letter.
