Default Have a Question About a Court Order I Don't Understand

My question involves paternity law for the State of: Pa

My daughters legal father asked for a reconsideration and the judge denied it, it's dealing with a paternity case that he's trying to get out of now that he's moved on and remarried. In the order it says the court finds that said motion neither consented by mother plaintiff nor does it contain the proper notice of presentation to mother plaintiff. Therefore the motion is denied without prejudice. What does this mean ?

It means that he didn't follow the correct procedure in asking for reconsideration (he's required to notify mom), but he can try again (no prejudice) if he can figure out how to do it the right way.
