Default What is an "Unsafe Lane Change"

My question involves criminal law for the state of: Texas

Does anyone have any information about what constitutes an "unsafe lane change" under section 545.060 of the Transportation Code ? Can it be an unsafe lane change if the defendant never left his lane, but simply started to leave his lane and then corrected prior to leaving his own lane ?

Under Sec. 545.060 a driver "may not move from the lane unless that movement can be made safely". If the officer concurs that the driver never left his lane, that may be a defense to the charge. What does the officer say happened?
