Default Public Defender Refuses to Accept Son's Case Because Bond Was Posted

My question involves criminal law for the state of: missouri

my 21 yr old son spoke with the public defender today and he (PD) said because my son was able to post a 25,000 dollar bond that he (PD) would not accept him as a client. My son did not post the bond, we did, and we didnt put the entire 25,000 dollars up it was 500.00 dollars and my son has to pay another 1500 to the bails bonds man but the bails bonds man told him there is not a set time frame as to when he had to pay him the 1500.00 its when ever he gets a job and can afford to pay it, i was there and heard this from the bails bondman himself. Normally my son would have a job but because of everything that is going on he cant get one, (see other post) so i helped with the money to get out of jail, thinking of course he would be able to go back to work and repay me the money for bonding him out, but i do not have the money to help him with a lawyer and he has no income so my question is:

Whats the criteria for meeting eligibility requirements for obtain a public defender?

The public defender's office is appointed by the court based upon financial need. Apparently under the rules for receiving a court-appointed lawyer in the court in which your son is charged, his ability to post a bond of that size (by whatever means) is considered sufficient evidence of his ability to afford a private lawyer. We are not in a position to investigate the county or court's rules governing court appointments, as we don't even know what court or county is involved.
