I'm no legal expert (at all), but a friend of mine had a similar problem and he started paying his rent into an escrow account. He said it was very easy to set up through his local bank, and once they stopped getting payments based on the lack of repairs (he had a large hole in his wall due to water leaks and rotting drywall), suddenly the property management company got very efficient about it. Just an idea, not sure if it's appropriate in this case though. Good luck.
