Exclamation Maintenance Won't Fix Air Conditioner

My question involves landlord-tenant law in the State of: New Jersey

My apartment is supposed to have central AC but it doesn't cool off the apartment. It's almost 90 degrees in here but maintenance said there is nothing they can do and that I should buy a window unit. If they rented me the apartment with central ac shouldn't it actually work? I have pretty serious asthma and it's really difficult to breath in this heat.

Is the issue, then, that the air conditioner isn't working, or is the issue that the heat wave is overpowering it? There's a big difference between performing a repair of a broken air conditioner and upgrading a working system.

Cool air does come out of the ceiling vents but it doesn't disperse around the apartment to cool it down. It's consistently in the 80s inside and has been like this before the heatwave.

so, what is the temp outside when it is 90º inside? What are the outside temps when it is consistently in the 80's?

It's about 97 outside and 85 inside and that is with the central air conditioning on.

well, that's 12º of conditioning and I suspect a lot of dehumidification. While the unit might be undersized or the insulation in the building is poor or any other reason it won't bring the temp down to whatever you want it to be, the fact is, there is air conditioning. I know of no law that specifies that a home must be cooled to any given temp in the eastern half of the US
