Default Paid Monthly on Debt and Now They Say Its Not Enough

My question involves collection proceedings in the State of: Oregon
My sister has been paying $25.00 a month for several months trying to pay off a back bill. It started out over 400.00 and she has it down to 181.16. The credit company sent her a notice that they are filing suit as 25.00 was not enough. And they want 52.06 a month. Can they legally do that? If they accept her money and she always sends it on time....? Or is this just harassment?

Does she have a written contract, or is this some sort of formal or informal understanding that was never reduced to writing?

What are they threatening to do if she keeps paying $25? It's difficult for me to imagine that they're going to take legal action over a small debt that will be paid off inside of eight months.
