Default My Roomate is Holding My Belongings Captive

My question involves a roommate in the State of: ohio
hello i am trying to figure out how to go about a problem concerning a previous roomate. her and i decided to end our lease. i moved to cali and she moved in with her mom.. i asked her to hold onto my stuff untill my sister comes and gets in in a few months.. she said ok.. its just a trash bag full of clothes.. well her and my sister got into it and now she wont give my stuff to my sister without us paying her money. we had no previous agreement for me to pay her. i called the police in the county and they told me that its a civil matter.. whatever that means. please respond. i appreciate it.. does she have a right to do that?

You can sue her in small claims court for the value of the items. If she returns them you can dismiss your claim (although you'll still pay a filing fee); if not you can argue their worth in court.
