My question involves child support in the State of: California

i was just released about 18 mos ago from prison. i have 3 children that were receiving public assistance during the 5 years i was in prison. When i got out of prison i went to get my drivers license and was told it was suspended. Due to Child support payments not met. i went right away to get this clarified and tell the Child Support office i was in prison and they told me i owed $80,000.00 and this could not be forgiven. In order to re-instate my DL i had to pay $400.00 and then go to court and have an arrangement set up and the mother was there as well.

As of today my balance is $137,000.00 since i am only able to pay $400.00 a month and the mother did close the current case. Can anyone point me in the right direction to see what can i do to have the $137k forgiven and maybe just start a new child support order and pay $400.00 from this day forward. I am desperate, i only make minimum wage any advice with this will help me so much.
