You do not appear to have a reasonable plan just a desire to return to the US.

You need to find a reasonable university program given your undergraduate degree and be able to convince the visa official that you have funding for it and will return to your home country once you complete it.

    How about the truth?

It will help you if you type in plain English. You're not texting.

It is the university's choice to readmit you to the program; for whatever reason, they decided not to do so. In addition, you would need to demonstrate funding for any program. Since you originally enrolled on H4- assuming paid for by the H1B workers income and with a divorce will no longer have that means of payment, you need to prove that you can afford to study in the US. It may be assumed that you might be able to obtain university funding for another program that is not currently available to you.

Since your stated goal is to complete your degree, why have you not enrolled in Statford's India campus? Of course, you would not qualify for a US OPT visa extension, but you would complete your degree.
