Default Does a Security Fence Become a Fixture, or Can a Tenant Remove It when Vacating

My question involves landlord-tenant law in the State of: NC.

I own this commercially rented property. The tenant is currently renting month to month and has given 30 days notice. He installed a large security fence(chain link) which is in cemented into the ground. It's been in place for over a year. He is telling me he is taking this with him, which will tear up my yard. Can he legally remove it or is it now a "fixture" on the property?

It sounds like a fixture to me.
