Default Open Carry Laws for Dirks and Daggers

My question involves criminal law for the state of: California

I am in Sunnyvale/Cupertino area. I have a sheathed knife (dagger, I suppose, it's a fixed blade) with a blade around 3.3 inches. My question is, I know I can open carry it on my waist, but I want to have the sheath attached to my messenger bag strap which runs across my chest. This would be far more "open" than on my waist because I usually wear a jacket. However, I have read conflicting reports that you may *only* open carry a fixed blade on your waist...I have read the law and it is confusing. Does anyone know the answer?

Openly displayed is permitted by state law. But, if concealed by a jacket, then it can be considered concealed and this can be a felony.

There might also b local regulations that prohibit such blades, but if the blade is only 3.3 inches I doubt that such a local ordinance would cover it.
