Default Interstate Driver License Compact Act

My question involves criminal law for the state of: TN

]So my friend got a Dui in TN with a Michigan license. MI and TN are not part of the Interstate Driver license Compact Act, but TN reported to MI about the DUI and now my friend has to pay Driver Responsibility fees for 2 years.

My question is if they are not part of act why did TN report back to MI?

And why would MI charge him driver fees when the crime didnt happen in MI

Default Re: Interstate Driver License Compact Act

Because the states are obligated to report to the NDR such events whether they are part of the compact or not. The non-compact members are free to impose sanctions or not as a result of the information. The compact mandates it, but not being a compact member doesn't mean they can't.
