Post How to define an admission lawful and not

To follow up with the 2nd reply I had in the previous inquiry, my friend was admitted by US Immigration, I would say, legally. You do mention it is still unlawful. Is it simply because the entry is admitted by US Immigration, but it is by mistake, then it is still unlawful?
    Thanks

If you've been deported, you aren't allowed to re-enter during your period of exclusion - you have to either get permission to re-enter early or apply once the period of exclusion is over.

what do you mean by permission? when he entered the US Immigration and present his documents, does that qualify as a request for permission to enter? Or the permission has to be some kind of written documents from US Consul or INS?
    thanks a lot
