Who is Responsible for Retaining Wall Repair

My question involves real estate located in the State of: New Jersey.

Our house sits on a retaining wall which is in need of repair. We have just recently learned that the retaining wall is not part of our property but the towns property. Our property line starts about one-foot in. Is it the town's responsbility to repair the retaining wall since it is not "our property".

Who built the retaining wall? Who (if anybody) has maintained it since that time? Does your property benefit from an easement over the city property for the retaining wall and, if so, what's the exact language of the easement? When you contacted the city to ask whether they would repair the wall, what were you told?
