Someone that is over 18 in the state of texas. Shoplifted several times but hasn't been caught. Rarely leaves any tags and such behind, also avoid cameras in the same aisle. What are the chances of being pursued and charged for shoplifting?

Well, the only way for that person to be called and prosecuted under the law is if enough evidence is there to prove that he has shoplifted. If you want to do anything about this, put a proper Criminal complaint in to a Magistrate or Judge, County Attorney, or District Attorney and see what they thing. The other thing and maybe the best thing, is to tip off the police about the incident and have them investigate it. the first option is if you yourself have evidence proving the guy shoplifted.
If you have nothing on him or her, then it is pretty unlikely if you ask me.
Someday, that person WILL be caught.
This isn't the "how do I break the law" forum. The only way to avoid being caught is to stop. Cameras aren't the only means. Once they get a reasonable suspicion they can stop him and if he has concealed or detagged merchandise the game is over. They may continue to watch him carefully or they may just tresspass warn him if they don't have anything more than a suspicion.
This forum is full of people who got finally got caught.
