Default Child Support Payments After Adoption

My question involves child support in the State of: California

If the custodial parent got the child adopted while NCP is out of town is this information passed automatically to the Child Support department?

If I have a suspicion that the child may have been adopted secretly; how could I get proof of that in California?

    Thanks

Upon what is this suspicion based?

How often has the NCP had contact?

Adoption usually takes quite a bit longer than being out of town...unless of course the NCP has left town permanently.

No Contact with child for over eight years.

Out of town for five years in Canada.

Just a suspicion which could be unfounded but knowing the persons character just wanted to be sure. We don't have a good communication channel.

I am the second parent. Are my questions unclear? Please let me know.

If the child is adopted would that information automatically go to Child Support Department?

    Yes, you are unclear.

A "second parent" can be a stepparent, or the NCP, or several things. So please - clarify the situation.

Is this , for example, a situation in which the NCP moved to Canada and his new spouse is wondering if the CP was able to have his/her new spouse adopt the child?

A brief, basic explanation would be great.

    Thanks
