Default Fire Department Damaged My Property

My question involves civil rights in the State of: Texas
My local fire department took down a part of my ranch fence to get to a fire that wasn't even on my property, and I don't even think that was the only way to get to the fire. They are saying they don't have to pay for the repairs. Is this true? Do I have any relief?

It may not have been the only way but it may have been the quickest/most expedient. As KIA said, contact your insurance company.
