My question involves a condominium located in the State of: Washington

Three condominiums decided it wasn't in their best interest to pay their home owner dues. They no longer attend the meetings and one of the condos is in foreclosure (still living there), one is no being rented (has a lien), and the other is living there, but thinks our dues are too much, and wants to pay only half.

What can we do to collect? Our funds are very limited, but it has been suggested to hire an attorney to foreclose on one of the properties.

We have thought about limiting the garbage and outside water with locks, but afraid of possible repercussions.
