Default International Student with Charge of Tution Fees

My question involves collection proceedings in the State of: Ohio
Got letter from ohio attorney general :
"Please be advised that the state of Ohio is in the process of obtaining a judgement/lien against you. And based on the judgement this office has several legal remedies should you chose to continue to avoid this matter. Those includes: seizure of assets, property foreclosure and garnishment of wages."
So I found that this charges are : $12,000 because i didn't pay tuition to University of Akron in 2008 year fee was $7,000.

What happen in 2008 : I was an International student and registered 4 courses in spring 2008 before the school began. The tution was $10,000. Even I did scheduled $3,000 for payment from my Citi bank. But unfortunately my dad had an heart attack back home. So I left the country before class began and also called to register office to make sure that they did withdraw me from class from home country and was everything good till that. And the $3000 was also paid automatically and i was not aware of it so balance came to $7000.

Now after getting a letter from attorney : I called to school and spoke to a lady in register office and explained everything. So she gave me a school department no. to call and appeal for this matter. She told me that you have to show them proof of hospital that what happened and you will be OK.

I also called to attorney from whom i got letter and he told me that if you registered then it is your responsibility to pay it in full and even you can't win by appealing this. So I said give me installment for payment like $1000 every month so I can get time to appeal in school. But he said that you have to pay $12,000 in a week. but at the end he hold my account for one month to pay this 12000.

Now I am in USA from last 1 year.
    What should I do?
    hire a lawyer?
or appeal in school with my dad's hospital bills?
Is any chance to waive this school fees?
    Please reply. Thanks.

You either properly withdrew from your studies in time for a full or partial tuition credit, or you did not. If you did not, you owe the unpaid tuition balance plus whatever interest and enforceable penalties are due. If you did, you can present proof of your withdrawal as a full or partial defense to the claim being made against you.
