Default Drivers License Suspended in Michigan for Unpaid Drivers Responsibility Fees

My question involves a driver's license issued by the State of: texas
my friend has a drivers license suspended in Michigan for not paying drivers responsibility fees. All court cost and fines where paid. He has moved to Texas- if he applies for a drivers license there is there a problem? Do texas and michigan share information?

Texas asks on a driver's license application, "Is your driver license or driver privilege CURRENTLY or EVER been suspended, revoked, canceled, denied or disqualified in ANY state? Where? When? Why?" I have not checked to see if Texas criminalizes the act of lying on a driver's license application, but in some states you can be prosecuted for lying. In every state, if you lie and somehow get your license, they'll revoke the license if and when they detect the lie. And yes, when Texas verifies the license with Michigan your friend can expect that Michigan will tell Texas that his license is suspended.
