My question involves a traffic ticket from the state of: Idaho

I was traveling down a three lane roadway. One eastbound lane, one westbound lane, and a two-way middle turn lane. I was being tailgated. This person then decided to use the middle turn lane to pass me. I was also preparing to make a right turn onto a side street. Next I knew, I heard the revving of an engine, and a silver car taking off my driver side mirror. We pulled over. He got out and began verbally harassing me.

As I was taking pictures of the damage, be got back into his car and took off. I followed at a distance and we ended up at a gas station about a mile away.

Unfortunately, police were busy that day, and we waited 1.75 hours for one and he still had not shown up. We exchanged info and dispersed.

Anyways, I have pictures of the damage to my vehicle and of the road. Unfortunately, the original pictures of the incident (including ones of his car and of him in an obvious upheaval) were deleted when I tried syncing my iPhone. My luck! Did I mention all this was on Friday the 13th?

So... I am wondering... Since this is going thru our insurance companies, what will happen? Because he is saying that I swerved left into him as he passed me. Right... Also, he was saying that he was totally in his rights to pass me using that lane (and exceeding the speed limit by more than 5mph - the legal amount to exceed by when passing).

I tried looking for Idaho laws on usage of middle turn lanes, but could not find anything. I would really like to quote a law to send to his insurance company.
