Default Out of State Resident MIP in California

My question involves criminal law for the state of: CA and UT

Im a resident of Minnesota and have a MN divers license. I go to school out in CA, while out here for school I got a Minor in Possession of alcohol. I went to court and got my license suspended for a year, i asked the judge if she could do this cause i am not a CA resident. She said that she can take away my right to drive in CA. I understand i cannot drive in CA but i am going to be living in Utah this summer, i was wondering if i could drive in UT because my license was only restricted in CA? I know that UT doesnt suspend your license for the same offense. So i was wonder when i go to Utah this summer if i would be able to drive? Any info would be great. Thanks.

CA, UT & MN are all voluntary members of both the Driver's License Compact (DLC) and the Non Resident Violator Compact (NRVC). They are also required by federal law to report drivers license suspensions to the National Driver Register (NDR).

If your driving privilege is suspended in one, it means it is suspended in all 3. Meaning you should not drive unless and until you can get a release from the CA DMV.
