My cousin has a complicated problem concerning his daughter in Tennessee. During his divorce he was charged with solicitation of a minor and his daughter was placed in sole custody of his now ex-wife. The ex-wife then took out an order of protection against him, so in compliance with the order, he had no contact with his daughter. As a result, Children's Services brought a charge of abandonment against him and had his parental rights removed. After the divorce was finalized, the charges against him were dismissed, but parental rights not restored. He was told to petition the court within a year, but despite prodding, his attorney never submitted the paperwork and he was so rattled by the events that he was terrified to do it himself. Time expired, and he has no parental rights. Is there anything at this point he can do to try to regain his parental rights, or is he just stuck until his daughter, now 13, is an adult?
