I suspect your mother could not legally stop you from moving out, even if she asked your father to tell you to not move out.
But I think that if you do move out, then either
(a) your father could report you to the police as a runaway, or
(b) your mother could petition the court responsible for custody arrangments to get full custody of you, on the basis that your father was neglecting his custodial duties, then (if she got custody) order you to move back in with her, and if you then refuse she could report you to the police as a runaway.
She can file immediately for custody of you. And she'd have a very strong case against your father, if your father is willing to allow you to do that.
So at what age can I move out without her stopping me? Or what can I do to move out now?
I can promise you one thing; regardless of what parent has custody or who you live with, you will NOT be allowed to live with your boyfriend. If either of your parents permits that, the other one can be almost guaranteed of getting full custody. And depending on how old your boyfriend is, he could end up in jail.
Edited to add: You can move out of the house without permission when you are 18. Until then, and not one minute earlier, you live where your parents say you live.
