Angry Florida Child Support Disbursement Problem

My question involves child support in the State of: Florida

I have had a child support order for my son for $325.12 since 2006 when his father and I divorced. His financial situation has changed recently and instead of having the payments pulled directly out of his check bi-weekly, he is unemployed. He is now paying on his own, and paying the full amount once a month.
The problem I am having is, the state disbursement is sending the money in 2 separate payments. $62 the first week of the month, and the rest almost the last day of the month. I need the money to help with rent and bills at the beginning of the month, and I have called the clerks office, disbursement unit, and child support enforcement to figure out why they aren't giving it to me all at once. Eventually what I was told after 4 hours of calling back and forth, all of them telling me they don't handle that, is that I have to close my case with enforcement and re open it. WHAT?

Why can't I get a straight answer, and who exactly handles the actual payments from the account? I want the money when he pays it, not when they think it's time to send it. I am behind on my bills because I have to wait until the end of the month. It's the 26th now and my electric is due the 28th and rent was due yesterday and I still haven't received the $262 left for this month!

As long as you get the full amount due each month, you cannot request how or when you get paid.

And really, you cannot rely on child support to pay your bills - what are you going to do if Dad suddenly becomes incapacitated?

This is a prime example of why we say that one should not depend on CS money to help pay bills.

Edit to add: We must've been posting around the same time. Ditto Dog.

So true we can't depend on Child Support. It would be nice if we could. Honestly, since he's unemployed, I'd be thrilled he was sending the money in at all. He could go to court and ask for a modification due to change of circumstances and get it decreased. That would be a big hassle because when he'd go back to work, you'd have to go and ask for a modification based upon his new job. I'm sorry this is causing you financial issues and I totally get what you are saying.
