My question involves criminal law for the state of: California

So I got pulled over by CHP at around 3AM because the officer observed me "having difficulty staying in my lane" (I was putting out a cigarette and took my eyes of the road for a second).

I have a few questions, mainly, what can I expect as far as penalties? How likely is it that I can have the charge reduced?

A basic rundown of the important facts:

-Blew .10 on the PAS
-Blew .09 at the station
-Declined to do FSTs because...
-Had a panic attack immediately before the PAS and still had elevated BP and pulse by the time I got to the station. (my legs started feeling weak enough to where I had to sit down and couldn't do FSTs).
-I have asthma and am a smoker, does this affect lung function enough to skew results?
-Was completely cooperative and polite to the officers the entire time.

So basically, what happens now? If the DA will offer a plea, what is the likely offer and what penalties should I expect?

For that matter, when does the DA offer a plea? Do I contact the DA's office or wait until my court date? I have NO idea what to do here.

Will the PAS results be considered or just the breathalyzer? What points can I bring up as a defensive with the DMV hearing?

Thank you in advance for your help. I'm just confused and don't have any idea on what to do here. Do I call the DA? Do I get a copy of the police report? I'm just lost!
