Default Exception to Installment Payments for Back Pay (SSDI and SSI)

I was awarded SSDI and SSI. My SSDI is 827/month. My basic SSI amount is 38/month, including California state supplement. Even though most of my backpay (about 19 months) should be SSDI I was informed that I would be paid in Installments, plus they said they owed me $704.25 in SSDI back pay, which they paid me. They also sent the first installment of $2787. Can SS do this? Make me wait another YEAR for the bulk of what should be do immediately?? This is not fair, or equitable. Should I ask for all my SSDI back pay in a Reconsideration request?

Also, the exception to installments for becoming ineligible for SSI for at least 12 months, does that mean if I went back to work, they would immediately pay me all the SSI and SSDI back pay in a lump sum??

I hope my questions are clear enough. Thanks for any and all answers, sdjim

You're receiving means-tested benefits. Why do you think it would benefit you to receive a lump sum that you would have to spend down in order to have your means-tested benefits resume?
