Default Child Support Arrearages and Passport Denial

My question involves a marriage in the state of: TEXAS

I was divorced in Feb 1993. At that time an order to pay child support was entered. I had paid for a while, but then fell into arrears ($30k). Even though I have been easy to find, Texas has never issuied a wage garnishment, attached my credit file, held any of my bank accounts or placed leins on my property. I am attempting to get a passport. I understand passports can be denied for non payment of child support through the Federal Offset program. I checked with the IRS/FMS and they have no record of any offset against my SSN. If the FMS has no federal offset, would this mean they have no passport denial in place?

If they have no record of your arrearage, presumably they will issue your passport.
