If a radar gun is properly calibrated and used, it can usually be considered as + or - 1 mph.
The angle at which a gun is used will, indeed, affect the results. It's called the cosine error, since the amount of error is equal to the cosine of the angle at which the reading was taken. For example, if a car is approaching the radar gun directly at 50 mph, there is no error and the gun will read 50. If, however, a car travelling 50 is approaching at a 45 degree angle, the radar gun will show 35 mph. Notice that any cosine error is always in favor of the driver -- the speed shown will be less than the speed the car is actually travelling.
