17 Year Old and Ther Rights About Where They Want to Live in Arkansas

My question involves child abuse or neglect in the State of: arkansas . i have children of my own and one of my daughters friends came to stay with us , she was with us for about 2 months ,off and on phone contact with her mom, her mom had given her to her ex stepdad befor that and his mom has legal temp. gaurdianship over child in question . he and his mom and childs mom all agreed to let her come to us because child was severaly mentally depressed , and her an my daughter are best friends and have been for a long time as they are both juniors in high school now , this child is like my own , she has galactecmia and severe asthma , she has not been to the dr. i had to go to the emergency room to get her asthma plan of action filled out for school , she was finally starting to open up and make friends and starting to be happy , her mom then comes and says she going to take her for few days only to never bring her back , now her mom is beiing mentaly abusive and wont take responsibility for her own actions or taken this child to the dr. this is way complicated , i mentioned temp. gaurdianship to her mom and now she hates me for even asking she wont even let her come collect her belongings from my house , the moms boyfriend has a brain tumor and they lost everything when that happened i even tried helping them when they were homeless ,i dont want to hurt this family in anyway , how can i help this child when her mom blames everything on her and calls her names telling her shes selfish cause she wants to go prom and that she going to have to drop out of high school cause thers no gas to take her , when the mom has no job and even blames that on her , this child loves her mom what can she do , she doesnt want to move around again , she wants to finish in the school shes in , the moms boyfriend also smokes an illegal drug ,PLZ i need help we need to do wats best for this child

A 17 year old child lives where the 17 year old's parents tell her to live.

You need to butt out of this situation. If she is being abused (and nothing you have said approaches abuse), call child protective services.

A minor child has no authority over where he/she lives.
