My question involves towing laws for the State of: Florida

I live in a neighborhood with an association and the rule is that we are not allowed to park on the street from midnight to 7am. I parked the car in the street shortly after 7am. Somebody in the neighborhood called my car into the tow company at 9am and the car was towed at 9:50 (I even have proof of this from the tow company). It cost me $125 to get it out. Even if hypothetically I was parked there before 7am, isn't it illegally towed if it wasn't called in until 9am and towed at 9:50? And if it is an illegal tow who do I take to small claims court to get my money back, the person who called it in to be towed or the homeowner's association who gave this 'person' the position of being a volunteer on the parking committee.

I've lived in this neighborhood for over 6 years and I'm well aware of the rules and have never had a problem until now.
